Explore how Human Learning Systems can help commissioners work with communities and providers to design, commission and improve services through trust, collaboration and learning.

What is this and who is it for?

This toolkit from Collaborate CIC offers practical guidance on applying Human Learning Systems (HLS) across the commissioning cycle. HLS emphasises relationships, co-design, collaboration and ongoing learning to respond to complex lives and local circumstances.

The toolkit combines principles, reflection questions and examples from Thurrock, Newcastle, MOPAC and Liverpool City Region.

It is primarily for commissioners who want to test more person-centred and collaborative ways of working. Community organisations, providers and people involved in co-design can use it to understand the approach and inform conversations with commissioning partners.

What will I learn?

  • Understand four commissioning principles: person-centred, learning-focused, trust-based and long-term.
  • Explore strategic planning that brings together lived experience, local insight, trusting relationships and shared purpose.
  • Consider procurement approaches that involve service users, value relationships and make use of local resources.
  • Explore monitoring and evaluation focused on learning, adaptation and the outcomes that matter to people.
  • Learn from four examples of commissioners developing more relational and collaborative services.
  • Reflect on commissioners’ role as system stewards and identify a small area of practice in which to test a change.
