Neighbourhood Plan Project Planner

Producing a neighbourhood plan involves a lot of complex tasks and stages. A project planner, which outlines these core tasks and stages is a great way to make this process less overwhelming and more manageable for everyone involved.

The Locality Neighbourhood Plan project planner template tries to take some of the stress out of neighbourhood plan development by outlining many of the key activities that need to be done by groups during the plan making process.

The planner includes columns to enter proposed start and end dates for each of the key tasks, alongside actual start and end dates. This will help groups to track their progress and get an idea of potential programme slippage. The project planner includes the following key milestones:

  • Early stage activities- including setting up a neighbourhood forum/parish council steering group, establishing the neighbourhood area
  • Plan development- including building the neighbourhood plan evidence base
  • Pre-submission consultation
  • Examination
  • Referendum.

The project planner template is broadly aligned with many of the key stages in the neighbourhood planning Roadmap guide.

The completed project planner must also be submitted with neighbourhood planning grant applications. If this hasn’t been completed it will delay the grant assessment process.
